It is for a senior project in school. This is a one time use, so I am not really up for spending more than $300.

You could do very nicely by locating a Mini-DV camera on the famous auction site. I’d go with maybe a Sony DCR TRV model 19. 20, 22, 23, 27, or 30. These are excellent cameras with good optics and very easy edit capabilities on a decent comptuer using firewire (IEEE 1294 ports). Your XP’s Windows Movie Make can do a good enough job to pass for ‘professional’ for what you are intending to do.
CAUTION to the wind though.. ANY camera needs to acclimate to the climate without damaging the recording heads or tape. If the camera is at a nice warm room temperature and you take it outside to a cold an humid environment and start shotting right away, be careful

I don’t want a helmet camera, i just want a HD video camera that is weather proof and can withstand the cold and being dropped in the snow. I’m not to worried about price, please provide names and good websites so i can check them out. Oh and if possible could it be a HD tape video camera, but don’t worry if it isn’t

You want a camera with few or no moving parts as the vibration is going to beat the camera up. so HDD and mini-dv are out, Mini-dvd does not even get a mention.
so you are down to media card camera’s (Sony’s sd cameras) there are plenty in that price bracket. Obviously the more you pay the better the features,
don’t worry too much about a handle on the camera if you follow this link you will see why, its a handle that you put on your camera gives you much more control

any camera, but you definitely want to invest in a fisheye lens to get more of the boarder
